Here's how I got the lock cylinder free:

I pulled loose the hard steel plate on the underside of the lock and this freed the mechanism so the key would turn all the way to Position III. I first tried to pry the plate off with a screw driver, but it is a thick and hard steel plate and prying only broke off the tip of the screwdriver. I succeeded by drilling a hole in the soft metal next to the very narrow slot which looks like a screwdriver insertion point and then hooking the end of the plate with a stout nail bent to a hook.

As soon as the plate was pulled down even a little the lock cylinder was free to turn to Position III. But I am not sure if this is 100 % reliable. Naturally if we are out in the boondocks we don't want a recurrence of the jam that prevented the lock from progressing past Position I, so now I will carry the tools necessary to remove the ignition switch (torx T15 I think) and a T20 to remove the three torx screws holding the steering wheel cover, and the correct size flat blade screwdriver to actuate the ign switch once it is separated from the lock. The right size key might do that. The Volvo ign key is too large I think.

I wanted to see what was under the plate so I pulled the plate down just far enough to create a gap large enough to see under it, but I stopped before the plate was completely free.

I could see a metal fragment resting on the underside of the plate and I hooked this out with my bent nail. This metal fragment is a broken off tab maybe 3 mm x 5 mm. I hope that the presence of this broken tab in the wrong place was what was jamming the works. Of course, the tab is supposed to be there for some purpose. But if the lock works without the tab and the only loss is that the vehicle is someone a little less secure from a thief, then I can live with that.

The one thing that I wonder about is the function of the pin and spring which I referred to in a post above that I have removed from the hole. What is the purpose of this spring loaded pin?

If it is just to achieve a higher level of security, I can live without it. The one thing that I could not live with is if this spring loaded pin is designed to guard against the steering wheel locking up while under way. I have no reason to think this is the function of the pin, but I am wondering.

Could any expert on this site comment on the purpose of this spring loaded pin? I think I have seen it referred to as the 'relocker pin'. The pin and spring are under the light metal press in cap next to, and parallel to, the mechanical cable which moves in response to the key position to allow the gear lever to shift from P to the driving gears.

Even without the pin and the broken tab, the steering wheel does lock when the key is removed from the ignition and the steering wheel turned to one side. You could also try banging on the lock from above with a hammer to free the metal thats broken.

Nu har jag löst mitt nyckel problem. Jag dremmlade metalplattan och släppte ner den silvriga fyrkantiga plåten 1-2 mm. Nu ramlade säkert den trasiga biten ner och ligger kvar ovanpå denna platta. Jag tog aldrig bort den för jag började få ont i ryggen av den jobbiga arbetsställningen. Nu kan jag köra bilen som vanligt . Tack, righthanddrive och alla andra för tips.
